Only Allow Collaborators to Add to Certain Categories

When map creators are making their maps, they might not want users to be able to add to all categories. For example, a "help" category or an "influencer favorites" category should only be available for the admin to add to. We could allow admins to "turn on" categories to allow collaborators to add points to those.
