Polygon/Line Layers

I want to have a "layer" feature where I can easily select a polygon or line in cases where some polygons overlap with each other. Currently, if you have overlapping polygons, the only thing you can select is the polygon that is at the front. If ever you need to make changes on the ones "behind" the polygon, you have no choice but to delete the one at the front.
